Deriving Estimate for Custom Areas in IP3 Assess

IP3 ASSESS uses estimation techniques to derive values for custom areas that do not align with the original source data. The approach is outlined below. 

Scenario 1
The geographic areas making up the custom area are contained fully within the geography for which the original data was reported. In this case, the custom area inherits the same value. In the example below, the custom area is comprised of four Census Tracts fully within County 1. 

Scenario 2

The geographic areas making up the custom area are NOT contained fully within the geography for which the original data was reported. In this case, we weigh the values of the included data by two factors: geographic overlap and the relevant denominator (e.g., population). In the example below, we're estimating the smoking rate for the custom area in blue. The source data is at the tract level. 

Prior to August 2022, custom area calculations were weighted only by geographic overlap.
